IMPLEMENTING RULES AND GUIDELINES

For the Establishment and Operationalization of the

PMA MAPITAGAN CLASS OF 1980 MEDICAL ASSISTANCE PROGRAM (MAP)

ARTICLE I

TITLE

These Rules shall be known as the “Implementing Rules and Guidelines (IRG) for the PMA Class of 1980 Medical Assistance Program (MAP).”

ARTICLE II

DECLARATION OF POLICY

The PMA Class of 1980 recognizes the importance of compassion, solidarity, and mutual support among classmates and their immediate families, especially during times of illness, hospitalization, medical emergencies, and other health-related concerns.

Consistent with the values of duty, honor, service, and brotherhood fostered by the Philippine Military Academy, the Class hereby establishes a Medical Assistance Program (MAP) intended to provide timely, organized, and sustainable financial assistance to qualified members in need of medical support.

The Program shall be administered with transparency, accountability, fairness, and prudence.

ARTICLE III

OBJECTIVES

The Program shall have the following objectives:

1. To provide financial assistance to qualified members suffering from serious illness, hospitalization, disability, or medical emergencies;

2. To establish an organized and sustainable mechanism for medical assistance and emergency support;

3. To strengthen camaraderie and mutual concern among members of the Class;

4. To ensure transparency and accountability in the collection, management, and disbursement of Program funds; and

5. To encourage preventive healthcare awareness and wellness among members.

ARTICLE IV

DEFINITION OF TERMS

For purposes of these Rules:

Section 1. Class

Refers to the PMA Class of 1980.

Section 2. Member

Refers to any bona fide member of the PMA Class of 1980.

Section 3. Immediate Family

Refers to the legitimate spouse and legitimate or legally adopted children of a member.

Section 4. Medical Assistance Program (MAP)

Refers to the organized financial assistance mechanism established under these Rules.

Section 5. Medical Emergency

Refers to a condition requiring urgent medical intervention, hospitalization, surgery, or life-saving treatment.

Section 6. Serious Illness

Refers to illnesses such as cancer, stroke, heart attack, chronic renal disease, organ failure, severe injury, or other medically certified debilitating conditions.

Section 7. Medical Assistance Committee (MAC)

Refers to the committee created to administer and implement the Program.

ARTICLE V

COVERAGE AND ELIGIBILITY

Section 1. Eligible Beneficiaries

The following may avail of assistance under the Program:

a. Bona fide members of the PMA Class of 1980;

b. Surviving spouse of a deceased member, subject to availability of funds and approval by the Committee; and

c. Immediate family members, in meritorious cases as may be approved by the Committee.

Section 2. Conditions for Availment

To qualify for assistance, the following conditions must be complied with:

a. The member must be in good standing with the Class;

b. The request must be supported by appropriate medical documents;

c. The illness or medical condition must require hospitalization, surgery, continuing treatment, maintenance medication, or emergency intervention; and

d. The assistance requested must not be for cosmetic or elective procedures unless medically necessary.

ARTICLE VI

ESTABLISHMENT OF THE MEDICAL ASSISTANCE FUND

Section 1. Creation of the Fund

A “Medical Assistance Fund” is hereby established to finance the Program.

Section 2. Sources of Funds

The Fund may come from:

a. Regular class contributions;

b. Voluntary donations from members, families, and benefactors;

c. Fundraising activities approved by the Class;

d. Memorial or legacy donations; and

e. Other lawful sources approved by the Class leadership.

Section 3. Custody of Funds

The Fund shall be maintained in a separate bank account under the name of the PMA Class of 1980 Medical Assistance Program.

Authorized signatories shall include:

• The Class President or authorized representative;

• The Treasurer; and

• The Chairman of the Medical Assistance Committee.

Disbursements shall require at least two authorized signatures.

ARTICLE VII

MEDICAL ASSISTANCE COMMITTEE (MAC)

Section 1. Composition

The Medical Assistance Committee shall consist of:

• Chairperson

• Vice Chairperson

• Treasurer/Finance Officer

• Medical Adviser/s

• Legal Adviser

• Secretariat

The Class President may appoint additional members as necessary.

Section 2. Powers and Functions

The Committee shall:

a. Evaluate and process applications;

b. Determine the amount of assistance to be granted;

c. Ensure proper documentation and accounting;

d. Recommend policies to strengthen the Program;

e. Conduct fundraising initiatives when necessary; and

f. Submit periodic reports to the Class.

ARTICLE VIII

TYPES OF ASSISTANCE

The following forms of assistance may be granted:

Section 1. Emergency Medical Assistance

Financial assistance for emergency hospitalization, surgery, or urgent treatment.

Section 2. Hospitalization Assistance

Support for confinement expenses and prescribed medical procedures.

Section 3. Maintenance Medication Assistance

Limited support for long-term medication requirements of members with chronic illnesses.

Section 4. Compassionate Medical Support

Additional assistance for members with catastrophic illnesses or permanent disability.

Section 5. Mortality-Related Medical Support

Assistance for medical expenses incurred immediately prior to death, subject to Committee approval.

ARTICLE IX

AMOUNT AND LIMITATIONS OF ASSISTANCE

Section 1. Standard Assistance

The Committee may grant assistance based on:

• Severity of illness;

• Financial condition of the member;

• Availability of funds; and

• Urgency of medical need.

Section 2. Assistance Ceiling

The Class may establish maximum assistance ceilings through separate Board or Class resolutions.

Section 3. Frequency of Availment

Ordinarily, a member may avail of assistance once per calendar year, except in exceptional circumstances approved by the Committee.

Section 4. Non-Entitlement

Assistance under the Program is discretionary and subject to fund availability. It shall not be construed as a vested right.

ARTICLE X

APPLICATION AND APPROVAL PROCESS

Section 1. Filing of Request

Requests may be submitted by:

• The member;

• Immediate family members; or

• Authorized representatives.

Section 2. Documentary Requirements

Applications shall include:

a. Medical abstract or medical certificate;

b. Hospital billing statement or treatment estimate;

c. Prescription or treatment plan, when applicable; and

d. Other supporting documents required by the Committee.

Section 3. Evaluation

The Committee shall evaluate requests expeditiously and may conduct verification when necessary.

Section 4. Approval Authority

The following approval structure may apply:

• Minor assistance — Committee Chairperson;

• Moderate assistance — Majority vote of the Committee;

• Extraordinary assistance — Approval by the Class President and Committee.

ARTICLE XI

FUND MANAGEMENT, ACCOUNTABILITY, AND AUDIT

Section 1. Financial Records

Accurate records of collections, donations, disbursements, and balances shall be maintained at all times.

Section 2. Transparency

A financial report shall be presented to the Class at least semi-annually.

Section 3. Audit

The Fund may be subjected to internal or external audit as determined by the Class leadership.

Section 4. Conflict of Interest

Committee members with direct personal interest in a request shall inhibit themselves from deliberations.

ARTICLE XII

CONFIDENTIALITY

All medical information and records submitted under the Program shall be treated with utmost confidentiality and shall only be accessed by authorized persons involved in processing the request.

ARTICLE XIII

AMENDMENTS

These Rules may be amended by majority approval of the PMA Class of 1980 leadership or through a duly approved class resolution.

ARTICLE XIV

SEPARABILITY CLAUSE

If any provision of these Rules is declared invalid or unconstitutional, the remaining provisions shall continue to remain in full force and effect.

ARTICLE XV

EFFECTIVITY

These Implementing Rules and Guidelines shall take effect immediately upon approval by the PMA MAPITAGAN Class of 1980.
